Gabral Kalam Hydropower Project, Swat

Project Brief:

Gabral Kalam Hydropower Project is a run of river scheme proposed on lower stretch of Gabral River right tributary of Swat River in northern Swat District having its confluence with Ushu River in Village Kalam, at the Point where both Gabral and Ushu Rivers converge to form swat River. The Project is located at Kalam Region nearly 239 km from Peshawar,100 Km from Mingora and 41 Km from Madyan. Weir site is located in Kanai Village, while Power House is located near Sher Kale Village about 5.3 km downstream of the weir site. The Project comprises of diversion weir with horizontal intake, a connection conduit, leading the water to sand trap from where the sand free water enters in to headrace tunnel. At the end of Power tunnel a Surge Shaft is provided which is connected to Penstock which finishes in connection with Turbine Generator assembly inside power house. The power generated will be fed through 132 KV double Circuit transmission between Gorkin Matiltan and Kalam Asrit HPP. Overall progress of the project till date is approximately 0.6% with construction activities in progress on colony works (Package-3).

Current Status:

  • Colony Works-Package-1 6%

The contract of the civil work has been re-tendered and will be awarded in due course of time as none of the bidder participated the 1st cycle of tendering.

Challenges Faced During Design and Bidding Phase:

  • Delay in resubmission of Detail Design (both Civil and E&M) due to impact of flood in August 2022.

  • Delay in hiring of Contractors for both Civil and E&M Packages due to no show from the bidder on both packages thus resulting in re-bidding of both the packages.

  • Delay in Land Acquisition for weir and powerhouse due to the conflict between Forest and Revenue department.

  • Summary for permission of project activities and cutting of tress in protected forest, approval from the provisional cabinet is still pending.

  • EPA NOC pending due to non-approval of the Forest Department till the summary approval.

  • Stoppage of work by the locals during construction of residential colony.
